(5) Encroachments <br />9 PA.~E 200 <br />to <br />The cumulative effect of any proposed development shall not <br />adversely affect the area of special flood hazard. This <br />determination is to be made in accordance with Article 4, <br />Section B (1) (c) . <br />SECTION B. Specific Standards <br />In all areas of special flood hazard where base flood elevation data <br />has been provided as set forth in Article 4, Section C, the following <br />provisions are required: <br />(1) Residential Construction- New construction or substantial <br />improvement of any residential structure (including mobile <br />home) shall have the lowest floor, including basement, <br />elevated to or above base flood elevation. <br />(2) Non-residential Construction- New construction or sub- <br />stantial improvement of any commercial, industrial or other <br />non-residential structure (including mobile homes) shall <br />either have the lowest floor, including basement, elevated <br />to the level of the base flood elevation or, together with <br />attendent utility and sanitary facilities, be flood=proofed <br />so that below the base flood level the structure is water <br />tight with walls substantially impermeable to the passage <br />of water and with structural components having the capability <br />of resisting hydrostatic and hydrodynamic loads and effects <br />of buoyancy. A registered professional engineer or architect <br />shall certify that the standards of this subsection are <br />satisfied. Such certification shall be provided to the <br />official as set forth in Article 4, Section A(2)(c). <br />Upon motion duly made by Commissioner <br />and duly seconded by <br />Commissioner the above ordinance was duly adopted by the' <br />Lee County Board of Commissioners this day of , 1978. <br />William H.
