Dotterer, which motion was unanimously <br />adopted upon a vote, it was resolved to ratify and confirm the action <br />of the Chairman in executing the agreement for the consortium. <br />Mr. Moore also stated that it was his understanding that next year <br />the City of Raleigh would not be a part of the consortium and Lee <br />County would have'to plan its participation in the CETA program <br />with some other group. <br />The Board next considered Change Order No. 3 to <br />J. H. Allen, Inc., general contract to build the library building. <br />This change order consolidated allowances and previous change orders <br />for a net change of a deduction of $1,474.32. This change order was <br />approved upon motion of Commissioner Gordon A. Wicker, seconded by <br />Commissioner Clyde J. Rhyne, which motion was unanimously adopted <br />upon a vote. <br />The memorandum from Mr. C. Ronald Aycock, Executive <br />Director of the North Carolina Association of County Commissioners, <br />concerning the appointments to and meeting of Legislative Resource <br />Teams was read to the Board. <br />The Board next opened bids for a compactor for the <br />landfill. The bids received were as follows: <br />1. Shelton-Witt Equipment Co. $120,310.00 <br />2. Phillips Machinery Co. 120,485.00 <br />3. Spartan Equipment Co. 106,743.28 <br />ROPS Cab Add. 3,160.00 <br />Total 09,90 . 8 <br />4. E. F. Craven Co. 108,302.00 <br />Commissioner Franklin D. Wicker moved to defer consideration <br />of the bids until the next meeting of the Board to allow for time to <br />study the bids. Commissioner Gordon A. Wicker seconded the motion and <br />upon vote, it was unanimously adopted. <br />Mr. James Clark, Tax Supervisor; Mr. Sion Kelly, Clerk <br />of Superior Court; Mrs. Beatrice Fields, Finance Officer and <br />Mrs. Pattie McGilvary, Register of Deeds; appeared before the Board <br />and discussed the invitation the County had received to make applica- <br />tion for a Pilot Study in Land Records Management. Mr. Clark, the <br />Tax Supervisor, also discussed the installation of the Uniform Parcel <br />Identifier Number on the County's Tax records. After discussion, <br />Commissioner John E. Dotterer moved that the County appropriate <br />$22,000.00 from the Emergency and Contingency Fund to have the Uniform <br />Parcel Identifier Number System installed by Landmark Engineers of <br />Cary, North Carolina, with the possibility that we would receive <br />approximately $11,000.00 as matching funds from the State. Commissioner <br />Clyde J. Rhyne seconded the motion and upon a roll call vote, <br />Commissioners Rhyne, Dotterer, Franklin D. Wicker, and Cooper voted for <br />it and Commissioner Gordon A. Wicker voted against it. <br />Commissioner Clyde J. Rhyne then moved that the Board <br />give its approval to the County making application for participation <br />in the Pilot Program on Land Records Management. Commissioner John <br />E. Dotterer seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Mr. Elwin Buchanan, Grants Administrator, and Mr. Derrell <br />Mullins, Architect; appeared before the Board to discuss the windows <br />in the County Office Building near the existing fire escapes. Mr. <br />Mullins advised the Board that the windows, as installed, met the <br />then existing fire code but that if changes are made they will have <br />to be brought up to existing standards and for that reason he did not <br />advise that any changes be made at the present time. <br />
