Dotterer seconded the motion and upon a vote <br />it was unanimously adopted. <br />The roster of the Cape Fear Rural Fire Department, as certified by <br />Mr. Hugh McLean, Secretary, was presented to the Board for approval and certi- <br />fication. Commissioner Clyde J. Rhyne moved that the list be approved and <br />certified to the appropriate authorities. Commissioner Franklin D. Wicker seconded <br />the motion and upon a vote it was unanimously adopted. <br />A letter of Mr. Phil Carlton, relating to Law Enforcement was <br />read to the Board. <br />Mrs. Beatrice Fields, County Finance Officer, appeared before the <br />Board and requested permission to attend the Administration course being conducted <br />by the Institute of Government at Chapel Hill. This would require her attendance <br />at the Institute of Government from Thursday at noon through Saturday at noon during <br />the winter and spring sessions of the County Administration course: Commissioner <br />Franklin D. Wicker moved that Mrs. Fields be-authorized to attend such course. <br />Commissioner John E. Dotterer seconded the motion and upon a vote it was unani- <br />mously adopted. <br />Commissioner Clyde J. Rhyne presented an Ordinance restricting <br />massage of persons of the opposite sex for hire, for consideration by the Board. <br />Commissioner Rhyne then moved that said Ordinance, a copy of which is attached <br />to these minutes and by this reference made a part hereof, be adopted. Commissioner <br />John E. Dotterer seconded the motion and upon a vote, Commissioners Dotterer, <br />Rhyne, Franklin D. Wicker, Gordon A. Wicker, and Cooper voted for it and no <br />one voted against it. Chairman Cooper announced the vote having been unanimous, <br />the Ordinance be effective immediately. <br />Commissioner Gordon A. Wicker requested comments from the other <br />members of the Board concerning the proposed Ordinance relating to owners of <br />dogs and privilege license of dogs, copies of which had been previously mailed to <br />all members of the Board. <br />Commissioner Gordon A. Wicker advised the Board there was a <br />need for work on the roof over the District Courtroom and the repairs would <br />be approximately $750.00. Commissioner Wicker was authorized to proceed <br />with the needed repairs. <br />It was reported to the Board that Mr. Hugh Brewer, Superintendent <br />of Buildings and Grounds, wanted to make additional space available for the Election <br />Board back of the Maintenance Building on Elm Street. <br />There being no further business to come before the session, the <br />meeting adjourned. <br />
