Dotterer seconded the motion and upon a vote it was unanimously adopted. The roster of the Cape Fear Rural Fire Department, as certified by Mr. Hugh McLean, Secretary, was presented to the Board for approval and certi- fication. Commissioner Clyde J. Rhyne moved that the list be approved and certified to the appropriate authorities. Commissioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. A letter of Mr. Phil Carlton, relating to Law Enforcement was read to the Board. Mrs. Beatrice Fields, County Finance Officer, appeared before the Board and requested permission to attend the Administration course being conducted by the Institute of Government at Chapel Hill. This would require her attendance at the Institute of Government from Thursday at noon through Saturday at noon during the winter and spring sessions of the County Administration course: Commissioner Franklin D. Wicker moved that Mrs. Fields be-authorized to attend such course. Commissioner John E. Dotterer seconded the motion and upon a vote it was unani- mously adopted. Commissioner Clyde J. Rhyne presented an Ordinance restricting massage of persons of the opposite sex for hire, for consideration by the Board. Commissioner Rhyne then moved that said Ordinance, a copy of which is attached to these minutes and by this reference made a part hereof, be adopted. Commissioner John E. Dotterer seconded the motion and upon a vote, Commissioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker, and Cooper voted for it and no one voted against it. Chairman Cooper announced the vote having been unanimous, the Ordinance be effective immediately. Commissioner Gordon A. Wicker requested comments from the other members of the Board concerning the proposed Ordinance relating to owners of dogs and privilege license of dogs, copies of which had been previously mailed to all members of the Board. Commissioner Gordon A. Wicker advised the Board there was a need for work on the roof over the District Courtroom and the repairs would be approximately $750.00. Commissioner Wicker was authorized to proceed with the needed repairs. It was reported to the Board that Mr. Hugh Brewer, Superintendent of Buildings and Grounds, wanted to make additional space available for the Election Board back of the Maintenance Building on Elm Street. There being no further business to come before the session, the meeting adjourned.
