BOOK 9 FAU269 <br />The Board next considered the bids received for the trash compactor. <br />Commissioner Franklin D. Wicker moved that the low bid of E. F. Craven Company <br />in the amount of $108, 240. 20, be accepted and there is presently $105, 000. 00 in <br />Revenue Sharing Funds appropriated for this property and that the additional sum of <br />$3, 240. 20, be appropriated from the funds derived from Revenue Sharing to complete <br />this project. Commissioner Gordon A. Wicker seconded the motion and upon a roll <br />call vote, Commissioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker <br />and Cooper voted for it and no one voted against it. <br />Commissioner Gordon A. Wicker moved that the Board proceed to <br />hold a public hearing on the advisability of the adoption of the Ordinance regulating <br />the creation of Subdivisions in Lee County. Commissioner Franklin D. Wicker <br />seconded the motion and upon a vote the motion was unanimously adopted. Chairman <br />Wicker declared the public hearing open and recognized Mr. Johnny Stone, Chairman <br />of the Planning Board. Chairman Stone expressed his opinion that there was a need <br />for subdivision regulation in the County. Mr. Van Croce, a Realtor, stated that he <br />thought there was a need for some regulation but thinks the County will need to hire <br />an engineer for proper enforcement. <br />Mr. Cleveland Birdsong, Planner, spoke on the provisions of the <br />proposed Ordinance. Mr. Ken Harmon, of the Lee County Farm Bureau Federation, <br />and Commissioner Rhyne, also spoke. Commissioner John E. Dotterer moved that <br />the public hearing be closed. Commissioner Gordon A. Wicker seconded the motion <br />and upon a vote the motion was unanimously adopted. The Chairman declared the <br />public hearing to be closed and the meeting of the Commissioners open for the trans- <br />action of business. <br />Commissioner Clyde J. Rhyne moved that the Ordinance entitled <br />"Subdivision Regulations for Lee County", a copy of which is attached to these <br />minutes and by this reference made a part hereof, be adopted, effective immediately. <br />Commissioner John E. Dotterer seconded the motion and upon a vote, Commissioners <br />Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker and Cooper voted for it. <br />The Chairman announced the vote having been unanimous, the Ordinance was effective <br />immediately. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before the <br />Board and presented for the Board's consideration, a resolution concerning Uniform <br />Relocation Assistance and Real Property Acquisition Policy. Mr. Buchanan <br />reviewed the County's Relocation and Real Property Acquisition Policies and the new <br />Resolution. Following discussion, Commissioner Clyde J. Rhyne moved to adopt <br />the resolution, a copy of which is attached hereto and by this reference made a part <br />hereof. Commissioner Franklin D. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. Mr. Buchanan next presented to the Board for its con- <br />sideration and approval, a new statement of the Lee County Policy for Acquisition <br />and Relocation to be furnished to relocatees and property owners. This policy, as <br />well as the previous resolution, has been approved by the Community Development <br />Council. Commissioner Franklin D. Wicker moved that the Relocation Information <br />Statement for Families and Individuals and the Grievance Procedures Relating to <br />Relocation, Claims, Payments and Replacement Housing, copies of whichare attached <br />hereto and made a part hereof, be approved as the Lee County Policy for Acquisition <br />and Relocation. <br />The Board next considered appointments for the persons to serve <br />as the Directors of the Lee County Industrial Development Corporation. Comm- <br />issioner Franklin D. Wicker moved to appoint the following persons and for the <br />terms indicated: <br />Clyde J. Rhyne To serve the balance of his elected term <br />as County Commissioner <br />Gordon A. Wicker To serve the balance of his elected term <br />as County Commissioner <br />Rex McLeod To serve the balance of his elected term <br />as City Alderman <br />
