BOOK 9 1AGE 268 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, October 16, 1978 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee convened in the Commissioners' room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, Lee County, North <br />Carolina, on Monday, October 16, 1978, at 7:00 o'clock p. m. Present were <br />Commissioners William H. Cooper, John E. Dotterer, Clyde J. Rhyne, <br />Franklin D. Wicker and Gordon A. Wicker. None of the Commissioners were <br />absent. <br />Chairman William H. Cooper presided and the following business <br />was transacted: <br />The meeting was opened by prayer given by Commissioner Clyde <br />J. Rhyne. <br />The minutes of the regular meeting held on October 2, 1978, were <br />approved and ordered recorded upon motion of Commissioner John E. Dotterer, <br />seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted <br />upon a vote:: <br />Mr. Hal T. Siler and Mr. John McPhaul appeared before the Board <br />on behalf of the Sanford Downtown Merchants Association. They explained that <br />the association had worked out a lease for the former Steele Street Methodist Church <br />lot and were interested in leasing parking spaces to the County to help defray the <br />taxes on the property. After discussion, Commissioner Gordon A. Wicker moved <br />that the County negotiate for rental of parking spaces. Commissioner Clyde J. <br />Rhyne seconded the motion and upon a vote, it was unanimously adopted. <br />Mr. Allen Dew appeared before the Board and presented petitions <br />which he represented contained approximately 1200 names, asking that the Board <br />call a public referendum on the questions of whether the hospital should be operated <br />by public authorities or whether it should be operated by private enterprise. Mr. <br />William Glaser of Carolina Trace, was recognized by the Board and he spoke in <br />favor of a new hospital and asked the Board to resolve the question of public or <br />private operation on its own. Mr. Orton J. Cameron, Attorney for the Lee County <br />Hospital, Inc. , was recognized and he questioned. whether a referendum could be <br />held. The County Attorney advised the Board that there was no legal authority <br />for the holding of such a referendum. Commissioner Rhyne read to the Board a <br />letter received from a citizen urging that the operation of the hospital be turned <br />over to private parties. There followed an extended discussion about hospital <br />operations. Commissioner Rhyne moved that the Board endorse the principle of <br />changing the operation of the hospital from public authority to private enterprise <br />contingent upon agreement upon the terms of sale and the opening of the private <br />hospital. The Chairman asked if there was a second and after waiting a reasonable <br />time, declared that the motion died for lack of a second. <br />
