g <br />Mr. James Pate, Engineer, of Williams & Works, Inc., appeared <br />before the Board and discussed an alternative plan for construction of a water <br />tank near the GKN industrial site provided the EDA grant is not approved. The <br />Board decided to wait to see if action is taken on the EDA grant within the next <br />two weeks before taking or approving of any alternative plan. <br />Mr. King Moore Willis and Mr, Roland Palmer of John C. Muse <br />Co„ Certified Public Accountants, appeared before the Board and distributed <br />copies of their firm's audit of the county's fiscal transactions. Mr. Willis <br />summarized the findings and offered to return at any time to discuss the audit <br />report. Mr. Willis presented a contract for John C. Muse & Co., to do the audit <br />work for the County during the present fiscal year. Commissioner John E. <br />Dotterer moved that the County employ the firm of John C. Muse & Co„ to audit <br />the County's books for the present fiscal year and that the Chairman be authorized <br />to sign the contract for and on behalf of the County, Commissioner Clyde J. Rhyne <br />seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Clyde J. Rhyne reported that he was working with <br />Mr. Lamar Beach and Mr, Herb Fletcher to formulate a plan to create a service <br />district for fire protection in the Carolina Trace subdivision. <br />Commissioner Clyde J. Rhyne reported that the Sheriff's car had <br />considerable mileage on it and thought should be given to disposing of it, <br />Commissioner Clyde J. Rhyne brought up for discussion whether or <br />not a time clock should be purchased for use by the Sheriff's Department. It was <br />decided not to purchase a clock at this time. <br />Commissioner Clyde J. Rhyne reported that the Lee County Youth <br />Commission had renewed its activities and would be soliciting funds to carry out <br />its projects. <br />Commissioner Clyde J. Rhyne moved that the County dispose of a <br />1973 Ford 4-door automobile, Serial No. 3N53S140350, and a 1974 Ford 4-door <br />automobile, Serial No. 4N53S118720, at public auction for cash and the Clerk to <br />the Board is authorized to conduct said auction on Saturday, December 2, 1978, <br />at 2:00 o'clock p, m. , at the Lee County Jail after first advertising said sale in the <br />Sanford Herald one time at least ten clays before the auction. Commissioner Frank- <br />lin D. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Gordon A. Wicker brought up for discussion the <br />procedures for accounting for the gas pumped at the Maintenance Department. <br />Apparently, some employees gasing vehicles at night, fail to complete the <br />necessary forms. Department heads were to be reminded of the proper procedures <br />to follow and if improvement was not noted, Commissioner Wicker stated he would <br />call for the surrender of all keys to the pumps. <br />Commissioner Gordon A. Wicker moved that the County give notice <br />of termination of all rental agreements as of December 1, 1978, at the parking <br />deck on Steele Street and that County employees be assigned to park their vehicles <br />in such spaces, Commissioner John E.
