MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />k~k ;:>g ak Y,r, k I' , <br />Monday, November 6th, 1978 <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, convened in the Commissioners Room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, North Carolina, at <br />9:30 o'clock a, m„ on Monday, November 6th, 1978, Those present were <br />Commissioners William H. Cooper, John E. Dotterer, Clyde J. Rhyne, <br />Franklin D. Wicker, and Gordon A. Wicker, The Chairman stated that a <br />quorum was present and the meeting was open for business, <br />Chairman William H. Cooper presided and the following <br />business was transacted: <br />The meeting was opened by a prayer given by Commissioner <br />Clyde J. Rhyne, <br />The minutes of the regular meeting held on October 16, 1978, <br />were approved and ordered recorded on motion of Commissioner Clyde J. <br />Rhyne, duly seconded by Commissioner John E. Dotterer, and unanimously <br />adopted upon a vote. <br />The monthly bills as listed by the Finance Officer were approved <br />for payment upon motion of Commissioner John E. Dotterer, duly seconded by <br />Commissioner Franklin D. Wicker, which motion was unanimously adopted upon <br />a vote, <br />Mr, Bradley S. Barker and Mr, Jonathan Howes, the Executive <br />Director and Chairman, respectively, of Triangle J Council of Governments, <br />appeared before the Board and Mr, Jonathan Howes gave a report on the activities <br />of the Council. Following his report, Mr. Howes presented to Commissioner <br />Franklin D. Wicker, a plaque in recognition of his service as Chairman of Triangle <br />J Council of Governments, Commissioner Wicker expressed his appreciation for <br />the award, <br />Mr, Billy Ray Cameron, Director of the Sanford-Lee County Civil <br />Preparedness Agency appeared before the Board and requested action upon the <br />OSHA implernentation plan which had been previously submitted to the Board, <br />Commissioner Franklin D. Wicker moved that the OSHA Implementation Plan be <br />approved, Commissioner Clyde J. Rhyne seconded the motion and upon a vote, it <br />was unanimously adopted, <br />Mr, Billy Ray Cameron, Director of the Sanford-Lee County Civil <br />Preparedness Agency distributed copies of the booklet entitled "Sanford-Lee <br />County Plan for Emergency Action in a Disaster Situation", to each member of the <br />Board, <br />Commissioner Franklin D. Wicker left the meeting at this point to <br />attend to County business pertaining to an activity under his supervision. <br />
