MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, December 4, 1978 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, convened in the Commissioners Room on the second floor of the County <br />Office Building, 200 Wicker Street, Sanford, North Carolina, on Monday, December <br />4, 1978, at 9:30 o'clock a. m. Present were Commissioners Clyde J. Rhyne and <br />Gordon A. Wicker, who were starting the third year of a four year term to which <br />they had previously been elected. Also present were Mrs. Lila P. Nielsen and <br />Messrs. Jack D. Funderburke and K. S. Harmon, who had been elected to four <br />year terms at the General Election held on November 7, 1978. The meeting was <br />called to order by the Clerk to the Board and Reverend James Humphries, Pastor <br />of Emmanuel United Church of Christ was recognized and he gave the invocation. <br />Following the invocation, Judge William A. Christian was recognized to administer <br />the oath of office to the newly elected Commissioners. Judge Christian made brief <br />remarks concerning the important position of the County Commissioner and then <br />administered the oath individually to Mrs. Nielsenand Messrs. Funderburke and <br />Harmon. After the Commissioners had taken and subscribed their oaths, the newly <br />elected members of the Board of Education, Messrs. Robert W. Dalrymple, Gerald <br />E. Shaw.and Jade W. Wicker, were administered the oath by Judge Christian. Foll- <br />owing the induction of the Board of Education into office, the Board assembled and <br />conducted an election for Chairman. Three votes were cast for Commissioner K. S. <br />Harmon and two votes were cast for Commissioner Clyde J. Rhyne. Commissioner <br />Harmon was declared elected and assumed the Chair. The following business was <br />transacted: <br />Chairman Harmon declared the first order of business would be <br />the election of a Vice-Chairman of the Board. Ballots were distributed and tabulated. <br />Commissioner Clyde J. Rhyne received four votes and Commissioner Lila P. Nielsen <br />received one vote. Commissioner Rhyne was declared duly elected as Vice-Chairman. <br />The minutes of the regular meeting held on November 20, 1978, were <br />approved and ordered recorded, upon motion of Commissioner Clyde J, Rhyne, <br />which motion was duly seconded by Commissioner Gordon A. Wicker, and upon a <br />vote, unanimously adopted. <br />The monthly bills as listed by the Finance Officer were presented <br />to the Board. After inquiry and discussion of several of the statements, the bills <br />were approved for payment, upon motion of Commissioner Gordon A. Wicker, <br />seconded by Commissioner Clyde J. Rhyne, which motion was unanimously adopted <br />upon a vote. <br />Commissioner Clyde J. Rhyne moved that the following persons <br />be employed or appointed to the positions indicated for the term of one year, <br />namely: <br />
