BK:00026 PG:0354 <br />Commissioners. At the December 2 11 meeting the item was approved pending the outcome of the <br />feasibility study for Performance Contracting. Mr. Crumpton stated that with approval of both the Board <br />of Commissioners and the Board of Education, the staff for both Boards and ABM have completed an <br />analysis for Performance Contracting for both of the above referenced schools. Based on the analysis <br />he recommended we not move forward with bidding for Performance Contracting and allow the Board <br />of Education to move forward with using the FY 2013 -14 Lottery proceeds to move forward with the <br />replacement of air handlers and electric heat at East Lee Middle School. Total project is expected to <br />cost approximately $1,284,000. After discussion, Commissioner Smith moved to approve the County <br />Manager's recommendation to allow the Board of Education to move forward using the Lottery <br />proceeds for the East Lee Middle School project and end discussions on using Performance <br />Contracting for the East and West Lee Middle School projects. A copy of the Lottery application is <br />attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />Absent: Frazier <br />The Chairman ruled the motion had been adopted unanimously. <br />Superintendent Bryan discussed with both Boards' Teacher Retention issues and Teacher and <br />Teacher Assistant supplements. Lee County teachers currently receive a 7% supplement that has not <br />been increased since 2005. Superintendent Bryan asked the Board if they would consider raising its <br />local supplements for teachers and other employees by 1% each. The 1% raise would cost around <br />$375,000 per year for teachers and $100,000 for other employees. The high teacher turnover issue <br />was also discussed, along with supplements paid in surrounding counties. No action was taken. <br />Commissioner Smith distributed information from the Fort Bragg Regional Alliance in reference <br />to 3D design software offered to schools to help students visualize and better comprehend <br />mathematical concepts in preparation for the EOCs. After discussion, it was noted that this program is <br />currently in use at San Lee Middle School. No action was taken. <br />Commissioner Womack left the meeting at 7:12 p.m. <br />Commissioner Smith also discussed an issue concerning a student that had recently transferred <br />from one high school to the other and was not being allowed to participate in a sport activity. <br />Superintendent Bryan stated he could not comment on the issue due to it being a confidential matter. <br />With no further business to come before the Boards' Commissioner Dalrymple moved to adjourn <br />the meeting for the Lee County Board of Commissioners. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Knecht, Parks, Reives, and Smith <br />Nay: None <br />Absent: Frazier and Womack <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Dr. Lyn Smith adjourned the meeting on behalf of the Lee County Board of Education. <br />The meeting adjourned at 7:20 p.m. <br />3 <br />
