LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION <br />TO DESIGNATE THAT THE SANDHILLS CENTER <br />HAS A HUMAN RESOUCES SYSTEM EQUIVALENT TO THAT OF THE <br />STATE OF NORTH CAROLINA <br />WHEREAS, North Carolina General Statute Section §126-11 allows local Area Mental Health <br />Authorities to petition the State Human Resources Commission to allow the authority to establish an <br />internal system that is "substantially equivalent" to the system used by the North Carolina Office of <br />Human Resources; and <br />WHEREAS, the Board of Sandhills Center may petition the State Human Resources Commission to <br />determine whether any portion of its personnel system meets the requirement of Chapter 126 of the <br />State Human Resources System of the North Carolina General Statutes; and <br />WHEREAS, said Sandhills Center human resources system and any substantial changes to the <br />system shall be approved by the State Human Resources Commission as substantially equivalent to <br />the standards established under General Statute Section § 126 for employees of Mental Health <br />Programs; and <br />WHEREAS, the staff and resources are available to Sandhills Center to maintain a substantially <br />equivalent human resources system in the areas of: System Portion I - Recruitment, Selection, and <br />Advancement; and System Portion 11— Classification and Compensation; and <br />WHEREAS, Sandhills Center seeks a determination of substantial equivalency in the areas of: <br />System Portion l — Recruitment, Selection, and Advancement <br />System Portion l/ — Classification and Compensation <br />WHEREAS, upon such determination, Sandhills Center employees shall be exempt from the <br />provisions of Chapter 126 relating to the approved portions of the Sandhills Center human resources <br />system. <br />NOW, THEREFORE, BE IT RESOLVED, that the LEE COUNTY BOARD OF COMMISSIONERS <br />approves and supports this petition from Sandhills Center to the State Human Resources <br />Commission to determine if the Sandhills Center human resources system meets the requirements <br />for substantial equivalency with the State Human Resources Act. <br />Adopted this 17th day of February 2014. <br />Charles T.
