003 <br />At this time the Board conducted three joint public <br />Board. The first hearing involved a Text Amendment to the <br />Board of Adjustment procedures. Assistant Community <br />outlined the proposed amendment. <br />Chairman Parks opened the public hearing. <br />hearings with the Lee County Planning <br />Unified Development Ordinance regarding <br />Development Director Marshall Downey <br />No one present spoke in favor of or in opposition to the proposed Text Amendment. <br />Chairman Parks closed the public hearing. <br />The second public hearing was to consider a Text Amendment to the Unified Development <br />Ordinance regarding wireless telecommunication (cell) towers. Assistant Community Development <br />Director Marshall Downey outlined the proposed amendment. <br />Chairman Parks opened the public hearing. <br />No one present spoke in favor of or in opposition to the proposed Text Amendment. <br />Chairman Parks closed the public hearing. <br />The third and final public hearing consisted of an application by Quinton and Irene Thomas to <br />rezone from Residential Restricted (RR) district to Residential Agricultural (RA) district a 2 -acre lot west <br />of NC Highway 87 South. Planner Althea Thompson presented the application. <br />Chairman Parks opened the public hearing. <br />Ms. Irene Thomas, 5740 Hwy. 87, South spoke in favor of the rezoning request to allow her son <br />to place a single -wide mobile home on property located behind their home to assist with caring for his <br />disabled father. <br />Commissioner Amy Dalrymple left the meeting at this time (6:27 p.m.) due to a family <br />emergency. <br />No one present spoke in opposition to the rezoning request. <br />Chairman Parks closed the public hearing. <br />The Planning Board retired to the Gordon Wicker Conference Room to continue discussion. <br />Commissioners will take action on the above public hearings at their January 6t meeting. <br />No one signed up to speak during the Public Comments section of the meeting. <br />The Board considered bids for two Community Development Block Grant (CDBG) projects. <br />Community Development Planner Karen Kennedy presented the following bids for two FY 2011 <br />Scattered Site Housing CDBGH Projects: <br />407 Wall Street Protect <br />J. J. Repairs, Erwin, NC $53,570 <br />Robert Strickland Construction, Lumberton 49,995 <br />2 <br />
