!I 1 <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered, for information only, changes in Environmental Health Fees. Health <br />Director Terrell Jones stated the Board of Health Committee studying Environmental Health Fees has <br />submitted a fee matrix that allows the Health Department to adjust fees based on actual current costs <br />and other considerations related to providing fee based services. Several revenue generating options <br />for fee based revenues were presented including a revenue neutral option. This information was <br />requested during the previous budget work sessions by the Board of Commissioners and Health <br />Department. Discussion followed but no action was taken as it will be discussed more during the <br />upcoming budget process. <br />Commissioner Reives addressed the Central Carolina Works Program. County Manager John <br />Crumpton stated he and Chairman Parks had met recently with representatives from Central Carolina <br />Community College to discuss what plans needed to be implemented for this Program. Four areas <br />were addressed and each county, Lee, Harnett, and Chatham, were to talk with their respective Boards <br />in reference to funding for high school counseling services. The four areas included biological <br />technology, engineering technology, industrial technology, and transportation systems technology. After <br />discussion, Commissioner Reives moved to approve $50,000 over a 2 -year period to fund the Central <br />Carolina Works for the above 4 areas referenced with funding going to the community college as part of <br />their annual budget. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, and Reives <br />Nay: Smith and Womack <br />The Chairman ruled the motion had been adopted by a 5 to 2 vote. <br />Commissioner Reives stated he would like the Board of Commissioners to have a joint meeting <br />as soon as possible with the Board of Education to discuss their budget and teacher pay before final <br />budgets are submitted. He thought the two Boards' needed some common ground before the last <br />minute. County Manager John Crumpton stated he would talk with the Superintendent and Chairman <br />of both Boards about a meeting in the near future. No action was taken. <br />County Manager John Crumpton reminded the Board that the next meeting of the Board would <br />be held on Tuesday, January 21St due to the Martin Luther King Holiday on the 20th. He also asked the <br />Board their wishes on cancelling the first meeting in March (March 3 due to the Washington NACo <br />Conference and one Commissioner scheduled to be out of the country. By consensus, the Board <br />agreed to hold only one meeting in March (unless a special called meeting was needed) on Monday, <br />March 17th. Suggested dates were given for a Budget Kick -off Work Session. After discussion, the <br />Board agreed to hold a Budget Work Session on Friday, February 21 in the Gordon Wicker <br />Conference Room at the Lee County Government Center. It was stated that Commissioners have <br />been invited to a joint meeting on February 10th with the Central Carolina Community College Board of <br />Trustees and a February 17th meeting at Challenge Printing, along with US House Representative <br />Renee Elmer. More details will follow on these two meetings. <br />With no further business to come before the Board, Commissioner Reives moved to adjourn the <br />meeting.
