BK - 00026 PG:0024 <br />Mr. Jackson also shared information for the "Veterans Stand Down 2013" for homeless veterans <br />that will be held Saturday, October 12, 2013, from 10 a.m. to 2 p.m. at the National Guard Armory on <br />Nash Street. The Triangle South Workforce Development Board, headquartered at Central Carolina <br />Community College, and the college's Veterans Upward Bound and Barbering programs will join with <br />various government and community agencies to provide information and aid, such as psychosocial <br />services and health screenings. Vans will be transporting veterans from 3 different locations in Sanford <br />to the event on that day. No action was taken. <br />The Board considered a NC DOT FY 2013 -14 Rural Operating Assistance Grant for Senior <br />Services. Senior Services Director Debbie Davidson referenced the public hearing held on September <br />16, 2013 as part of the requirement to apply for said grant. Ms. Davidson referenced the following <br />funding levels that have been allocated to Lee County for a total of $170,089.00: <br />Elderly and Disabled Transportation Assistance - $64,908.00 <br />Employment funds - $16,205.00 <br />Rural General Public — $88,976.00 <br />Ms. Davidson stated an additional $17,384.00 for the program would come from funds approved in the <br />FY 2013 -14 budget. After discussion, Commissioner Smith moved to approve the NC DOT FY 2013 -14 <br />Rural Operating Assistance Grant as presented, a copy of which is attached to these Minutes and by <br />this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered Interlocal Agreements between the County of Lee and City of Sanford. <br />County Manager John Crumpton presented Interlocal Agreements with the City for Geographic <br />Information Services (GIS), Tax Collections, Planning Services, and Inspection Services. The <br />Committee appointed by the County and City to study the agreements met on September 24 and <br />finalized and approved the above referenced agreements. Mr. Crumpton stated that the City will pay <br />the county $79,600.00 quarterly for FY 2013 -14 for GIS Services, the City will pay the County 1% of the <br />amount collected for Tax Collections, the County will pay the City 45% of the actual budget of the <br />department, less capital, for Planning Services, and the County will pay the City an amount equal to <br />50% of the actual operating loss which will be calculated by subtracting the actual revenues from the <br />actual expenditures contained in the budget for Inspection Services. After discussion, Commissioner <br />Reives moved to approve the Interlocal Agreements between the County of Lee and City of Sanford as <br />presented for GIS Services, Tax Collections, Planning Services, and Inspection Services, copies of <br />which are attached to these Minutes and by this reference made a part hereof. Upon a vote, the results <br />were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />No one signed up to speak during the Public Comments section of the meeting. <br />The Board considered appointments to the Local Fireman's Relief Fund Board.
