B K: 00026 PG <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />SEPTEMBER 24, 2013 <br />The joint sub - committee appointed to study interlocal agreements between the County <br />of Lee and the City of Sanford met on Tuesday, September 24, 2013, at 2 p.m. in the Gordon <br />Wicker Conference Room, First Floor, Lee County Government Center, Sanford, North <br />Carolina. Commissioner appointed members present were Amy M. Dalrymple and Kirk D. <br />Smith. Commissioner appointee James K. Womack was absent from the meeting. City <br />Council appointed members present were Poly Cohen Sam Gaskins, and Rebecca Wyhof. <br />Staff in attendance included County Manager John Crumpton, City Manager Hal Hegwer, <br />County Attorney Neil Yarborough, Law Clerk Kerry Schmid, City Attorney Susan Patterson, <br />City Finance Director Beth Wood, and Clerk to the Board Gaynell Lee. Lee County Finance <br />Director Lisa Minter joined the meeting around 3 p.m. <br />The purpose of the meeting was to finalize Interlocal Agreements between the County <br />of Lee and City of Sanford for Geographic Information Services (GIS), Tax Collections, <br />Planning, and Inspections. After discussion, all committee members agreed the Interlocal <br />Agreements be approved as presented, copies of which are attached to these Minutes and by <br />this reference made a part hereof. County Commissioners and City Council will still have to <br />approve all agreements at one of their regular meetings. Commissioner Dalrymple stressed <br />the importance of keeping the lines of communication open among the two Boards. <br />The Committee discussed the non - profit organization HAVEN (Helping Abuse and <br />Violence End Now). City Councilman Sam Gaskins reported a new Board of Directors is in the <br />process of being established to make sure priorities are in place and grants completed. The <br />City of Sanford has appointed someone to sit on said Board and local businesses and <br />corporations have been asked to appoint someone to serve, and the County is also being <br />asked to appoint an individual to said Board. At this time HAVEN needs $34,000 in order not <br />to be foreclosed; just to keep the facility open, and pay the mortgage, utility bills, <br />unemployment insurance, and audit fees. A $6,000 past due mortgage to BB& T is due <br />Friday, September 27th or the building will be foreclosed. It was noted the organization must be <br />operation in order to receive reimbursements from grants. <br />Commissioner Dalrymple moved to go into closed session to consult with legal counsel. <br />Councilman Gaskins seconded the motion.
