P.I.N. 9625 -63 -6695 parcel will be in compliance with <br />Deep River (Lee County) WS -IV Protected Area (DRLC- WS- IV -PA) management <br />standards codified at Lee County Ordinance Section 4.14.2.3( e), including the right to <br />request a Special Intensity Allocation, pursuant to Section 4.14.2.3( a )(E). The area <br />reserved for use as a public park pursuant to Condition 2 of this rezoning shall be <br />included in the calculations of density and built -upon limitations for the entire parcel. <br />Development Standards <br />If rezoned, a detailed site plan shall be reviewed and approved by the Boards. Multi - family <br />development of the site will be subject to Multi- Family Residential Development standards, Open <br />Space Standards and all other applicable standards of the UDO. <br />Transportation <br />The NCDOT 2010 Annual Daily Traffic Study reports 13,000 vehicles trips per day on US Highway <br />421N near the subject tract. There are no traffic studies for Cumnock Road. Current road projects in <br />the area include the construction of the northern end of the US 421 Bypass. The Bypass will <br />intersect into Highway 421 with a partial cloverleaf interchange at Cumnock Road. <br />Utilities <br />Public water is accessible to the site by means of a 12 -inch water line in the right -of -way of <br />Cumnock Road. A public sewer line runs along Big Buffalo Creek and may be extended to serve the <br />site. The applicants are required to coordinate with the City Public Works Department regarding <br />connection to these public utilities. <br />Emergency Response <br />The subject property is located within the West Sanford Fire District. <br />Environmental - Water supply watershed <br />Approximately 15+ -acres located at the northern most portion of the subject property is located <br />within the Deep River (Lee County) WS -IV Critical Area (DRLC- WS- IV -CA) watershed. <br />Residential development activities which require a Sedimentation and Erosion Control Permit shall <br />not exceed one (1) dwelling unit per 20,000 square feet or, optionally, twenty -four percent (24 1 /6) <br />built -upon area, on a project -by- project basis. As proposed, this portion of the property is reserved <br />for a public park. The 2020 Land Use Plan encourages public recreation areas and greenways along <br />the Deep River. <br />The balance of the property is located within the Deep River (Lee County) WS -IV Protected Area <br />(DRLC- WS- IV -PA) watershed. Residential development activities which require a Sedimentation <br />and Erosion Control Permit shall not exceed one (1) dwelling unit per 20,000 square feet or, <br />optionally, twenty -four percent (24 %) built -upon area, on a project -by- project basis. Residential <br />development activities which require a Sedimentation and Erosion Control Permit and which are not <br />required to use a curb and gutter street system shall not exceed three (3) dwelling units per acre or, <br />optionally, thirty-six percent (36 %) built -upon area, on a project by project basis. Ten percent (10 %) <br />of the Deep River WS -IV Protected Area may be developed with new development projects up to <br />seventy (70 %) built -upon area as Special Intensity Allocations (SIAs). SIAs are allocated by the <br />Watershed Administrator on a "first come, first served" basis upon the approval and issuance of the <br />appropriate permit. The total area remaining for SIA's in the DRS- WS -IV -PA is over 550- acres. <br />
